Darrell Issa introduced resolution supporting ICE agents
Congressman Darrell Issa, who represents Fallbrook and Temecula introduced a resolution, along with fellow Republican Ken Calvert of Riverside County, supporting ICE agents and condemning attacks against them. He opposes local laws, such as one introduced in California, requiring police officers to be unmasked, except in rare situations. He also opposes the so-called sanctuary cities laws, prohibiting local law enforcement from assisting immigration agents.
He also proposed House Joint Resolution 28 which is a constitutional amendment which would require the Supreme Court to have 9 justices exactly, which if enacted would stymie future administrations from changing the number of justices.
He introduced House Joint Resolution 78 which would say Congress opposes making the San Francisco Bay LongFin Smelt an endangered species, which the U.S. Fish and Wildlife Administration has done.
He introduced HR21, the “Born-Alive Abortion Survivors Protection Act” which would criminalize health care providers if they are accused of failing to provide necessary care to infants born alive during an attempted abortion.

Darrell Issa’s new wife, Becca Glover, started out as his press secretary in 2012 when she was 29 and he was 30 years her senior. She was married to someone else at the time and so was he. In 2011, Issa dumped his deputy communications director of the Oversight Committee he chaired, Kurt Bardella, because Bardella was accused of leaking. In 2018 Issa split from his wife of 38 years. In 2023, the Richmond Times-Dispatch reported that Becca Glover was now Issa’s wife.
World Court rules that polluting nations have a duty to repair

This week, in a unanimous ruling by a panel of 15 judges, the World Court ruled that polluting nations are now legally required to address global warming. High emitting nations have legal obligations under international law “to address the urgent and existential threat” of climate change. The case was brought forward by the island nation of Vanuatu, which has faced the brunt of rising seas and catastrophic events.
"Countries in the Pacific, communities in the Pacific, are suffering from something which they did not cause," says Ralph Regenvanu, Vanuatu's minister for climate change. "It's been caused by private actors that are being regulated by states in the West." Sébastien Duyck, a senior attorney at the Center for International Environmental Law, which supported Vanuatu in its case, agrees. He says, "What we really need is to end an era of impunity and just actually rely on existing legal principles to hold polluters accountable, whether they are corporate or governmental."
North County Fire Protection District met
The North County Fire Protection District (NCFPD) had their regular monthly meeting July 22, 2025 at the FPUD building on Santa Margarita Dr.
Challenge Coin: Recognition was given to 12 year old Hunter Ellis. After the family car suffered a sudden mechanical breakdown, Hunter recognized that the car was starting to fill with smoke, alerted his mother who was outside calling for assistance on her cell phone, and then helped his mother evacuate his younger siblings safely from the car which turned out to be on fire. His quick thinking and calm manner allowed all the kids to escape a dangerous situation.
Public Servant Award: The Fallbrook Veterans of Foreign Wars (VFW) recognized Marine Corps veteran deputy chief John Choi for his public service as a fire service professional.
Vacant buildings in Fallbrook business district: Emergency calls have increased around the 3 vacant buildings on South Mission. Rite Aid at Mission and Clemmens recently closed, in addition to the closure of the Pizza Hut building (since 2020) and the closure of El Jardin restaurant several years ago. Circumstances around the vacant buildings have led to additional emergency calls.
Flegal Counsel Report on ICE enforcement: The Fire District legal counsel shared information with the district staff on what their rights are and what their employees’ rights are in case ICE were to raid one of the Fire District workplaces. It has not occurred yet, but in light of current events, legal counsel wanted to share guidelines on what employers can or should do.
The information in the letter was not truly helpful as ICE agents are widely reported by many witnesses to be fully ignoring due process. It doesn’t work to ask ICE agents to show a warrant and ask them to leave if they don’t have a one, since ICE operates outside of constitutional law. In fact, the Legal Counsel’s letter concedes that employers can be prosecuted for hindering agents and/or shielding employees.

Pendleton rail plan on hold

A long term goal in the 2025 SANDAG draft regional plan is to extend the Coaster from San Diego past Oceanside to a new train station on Camp Pendleton. The final plan is expected to be adopted by the SANDAG Board in December. The North County Transit Board of Director’s reviewed the plan in 2011 and approved spending $334,000 to set it in motion. Camp Pendleton has at least 30,000 civilian employees and service family members and 40,000 active duty Marines. The Coaster already has a maintenance site on Pendleton near base housing, the hospital and the commissary. The station could be built in 4 years. It would also connect with Amtrak and Metrolink which covers 6 counties in Southern California. The Pentagon has already conceptually approved it. But SANDAG said they have not been able to get any more funding for it and ran into some security snags with the military. Previously there was a spur line for a cargo train from Oceanside through the Camp Pendleton Air Station to the Fallbrook Naval Weapons Station. The tracks were removed in the early 2000’s after damage from heavy rains. The Navy Weapons Center found that moving weapons by helicopter to be a more efficient method.
Planning Group Met
Fallbrook Community Planning Group held its regular monthly meeting on Monday July 21, 2025.
County Accessory Dwelling Unit (ADU) Ordinance: The San Diego County Planning Department gave a presentation on the restructured ADU ordinance the County is writing to be in alignment with State law. There are several different types of ADU.
The County has developed ADU plans of these that are 85% complete. The owner fills in the remaining 15% of details. The new ordinance details specific eligibility, and size of units. One important change is possibly allowing the separate sale of a property’s ADU under certain criteria. Increased lot size is one requirement. Also the ADU and main residence must have a Homeowners Association (HOA).
Peppertree Lane Opening Up. A presentation was given to update the Fallbrook Community Planning Group on evolving plans for Peppertree Lane to be opened between Calavo Road and Moro Rd. to accommodate the planned Peppertree Villages 7 & 8. A date for this has not been stated.
Fallbrook Village Welcome Archway: The Chamber of Commerce presented proposed location(s) for an archway sign across Main Ave. More to come on this proposal.
Judge dismisses suit against Illinois, Chicago by DOJ sanctuary city complaint

On Friday, a U.S. District Judge dismissed a suit by the Trump Administration against Illinois, Cook County and Chicago over their “sanctuary city” laws. She said “the Sanctuary Policies here do not comparably regulate [Immigration and Customs Enforcement] operations or meddle with the contractual rights of private individuals working with ICE.” She also ruled that compelling state and local officials to assist in federal immigration enforcement is unconstitutional.
“It would allow the federal government to commandeer States under the guise of intergovernmental immunity — the exact type of direct regulation of states barred by the Tenth Amendment,” Jenkins added.
Governor J.B. Pritzker, a Democrat, who was named in the suit, could run for president in 2028.

International Monarch Monitoring Blitz

The US Fish and Wildlife Service is conducting an effort to track monarch butterflies and milkweed all over North America from July 25 to August 3. You can help by taking a pic of one of Fallbrook’s monarch butterflies or caterpillars — really any stage of life for the monarchs. Then you upload the pic to the website Western Monarch Milkweed Mapper. The monarch butterfly population crashed last winter, but judging by my garden, there are lots and lots of butterflies in Fallbrook — wherever milkweed is to be found.
Kyle Krahel-Frolander announces bid for County Supervisor District 5

On Saturday, July 26, Kyle Krahel-Frolander made it official and resigned from chairing the San Diego County Democratic Party because he announced he’s running for Jim Desmond’s seat on the County Board of Supervisors in 2026. Desmond will be termed out and is running against Mike Levin for Congress.
District 5 encompasses the cities of Oceanside, Escondido, San Marcos, and Vista, along with numerous unincorporated communities such as Fallbrook, Bonsall, Rainbow and Valley Center.
Krahel-Frolander lives in Oceanside is a graduate of El Camino High School, currently serves as the deputy chief of staff and district director for Representative Mike Levin who has endorsed Krahel-Frolander's candidacy.
